GOVERNANÇA MULTINÍVEL E POLÍTICA DE COESÃO: UMA REVISÃO INTEGRATIVA DA LITERATURA SOBRE SUAS CONTRIBUIÇÕES PARA O PLANEJAMENTO TERRITORIAL

Este artigo analisa como a literatura científica internacional interpreta a relação entre governança multinível e políticas de coesão, com foco em suas implicações para o planejamento territorial. Trata-se de uma revisão integrativa, de caráter interpretativo, conduzida nas bases Scopus e Web of Science. A busca resultou em 135 registros, dos quais 11 artigos revisados por pares compuseram a amostra final. A análise evidencia que a política de coesão opera como mecanismo central de coordenação entre diferentes níveis de governo, favorecendo a territorialização das políticas públicas e o fortalecimento das capacidades institucionais regionais. Os estudos também apontam limites associados à complexidade institucional, às assimetrias de capacidade administrativa e à persistência de desigualdades territoriais. As conclusões decorrem exclusivamente da síntese interpretativa dos 11 artigos selecionados, sem meta-análise. O estudo contribui para o debate sobre governança pública e planejamento territorial, além de apontar lacunas para pesquisas futuras em outros contextos institucionais.
