EFETIVIDADE DAS COMPRAS PÚBLICAS SUSTENTÁVEIS: PILARES ANALÍTICOS DE GOVERNANÇA

Resumen

É necessário que as Compras Públicas Sustentáveis (CPS) deixem de operar como diretriz programática e passem a produzir efeitos verificáveis sobre inovação, circularidade e justiça socioambiental, com ênfase no setor agroalimentar. Para isso esse artigo tem como objetivo propor pilares analíticos de governança associados à efetividade das Compras Públicas Sustentáveis. Para identificação desses pilares, foi realizada uma Revisão Sistemática de Literatura (PRISMA 2020), com buscas nas bases SciELO, Scopus e Web of Science (2021–2025)..  A análise dos resultados aponta para três padrões globais: fortalecimento gradual da vinculação jurídica, centralidade de instrumentos técnicos verificáveis e papel decisivo da capacidade institucional como variável explicativa transversal da efetividade. A codificação temática consolidou quatro pilares de governança associados à efetividade das CPS: Estratégia e Normatização, transição de cláusulas facultativas para critérios obrigatórios e planos setoriais fundamentados em diligência socioambiental vinculada ao objeto; Estruturas e Processos, integra coordenação intersetorial, infraestrutura de dados e inteligência artificial para análise de riscos sob supervisão humana; Capacidades e Cultura Organizacional posiciona a liderança, a inovação institucional e a governança colaborativa como mediadores centrais do desempenho efetivo; Monitoramento e Accountability, estabelece o uso de indicadores verificáveis, auditorias independentes e tecnologias de rastreabilidade como instrumentos essenciais de transparência e controle social.
