GOVERNANCE OF THE AMAZON FUND TO COMBAT DEFORESTATION IN THE AMAZON FOREST

The objective of the article is to verify which characteristics of the Amazon Fund's governance would reduce its instability in the face of changes in government. The study is original and socially relevant, especially given the fact that Brazil is the world's largest recipient of Reducing Emissions from Deforestation and Forest Degradation (REDD) resources. Qualitative research, with a case study on the Amazon Fund, and three propositions were developed, under the theoretical lens of Governance Theory. Sixteen people linked to the Amazon Fund were interviewed and the data was coded and categorized using the ATLAS.ti 9 software, with discussion and content analysis, and presentation of the results. The results determined that the Amazon Fund was created by a State Policy, but its functioning depends on government ideologies and intentions at a given moment, and may suffer interference, but if the rule for its creation is changed into law, it will be able to remain integrity in its management throughout governments. With the responses to the propositions, a theoretical framework was developed with recommendations for possible changes in the governance of the Amazon Fund and, from this, a theory called Steps of Environmental Public Governance was created, to guide this and other public funds, involving four steps or gradations: normative, management, representativeness and environmental, with the purpose of strengthening the Fund.
