ENVIRONMENTAL RECLAMATION AS STRATEGY FOR SUSTAINABILITY

Abstract

The environmental change by the society is recurring and has been intensified since the first civilizations. However, the lack of conservationist practices has caused the emergence of degraded areas, whose recovery is fundamental for the sustainability. In this context, this paper aims at analyzing the environmental recovery as a public policy strategy supported in the Brazilian legislation. As methodology, a documental and analytical research was developed on the regulations, discussed at a multidisciplinary perspective, from the view of legal and engineering specialists, from the agricultural and environmental areas. As a result, it was identified a collection of rules pointing at a significant commitment on the definition of guidelines. On the other hand, this meaningful quantity of legal mechanisms, associated to misalignment, may cause damages to its effectiveness. In conclusion, we can consider that environmental reclamation is widely regulated, and it represents one of the main strategies of the environmental public policy adopted in Brazil. Nevertheless, it still requires advances to combine harmoniously practical and theoretical-conceptual aspects. Thus, considering the moment that Brazil is consolidating a new Forestry Code, we hope that the achieved outcomes can contribute to the debate and mobilization about the environmental reclamation as a strategy for sustainability.

PhD in Environmental sciences by São Paulo State University - UNESP (in progress), Environmental engineer with Master's in Urban engineering by Federal University of São Carlos - UFSCAR, professional experience as professor and consultant in environmental projects. As a researcher is dedicated to environmental modeling applied to decision-making in the land reclamation, landscape analysis, and green spaces management, pattern recognition and biometric identification, impact assessment, perception and participatory diagnosis, among others, area in which is also recognized by contributions made to Elsevier's journal, as Journal of Environmental Management and Ecological Indicators referee, even as editorial board member of the International Journal of Management and Fuzzy Systems.

Graduado em Engenharia Agrícola pela Universidade Federal de Lavras (1994). Doutorado e mestrado em Engenharia Agricola pela Universidade Estadual de Campinas - UNICAMP (2005). Atualmente é Professor Assistente Doutor da Universidade Estadual Paulista Júlio de Mesquita Filho (UNESP) Campus de Sorocaba, onde atua como pesquisador em sistemas agroambientais com enfase em mecanização, utilização de resíduos na agricultura, recuperação de áreas degradadas e avaliação de impactos ambientais.

Graduated in Agricultural Engineering, Mastership and Doctorate in Water and Soil Engineering from Universidade Estadual de Campinas (UNICAMP), where studied the influence of water and tropical soil management at yield and water consumption of irrigated bean, an important crop for the Brazilian diet; Expert in Drainage and Watershed Management from Universidade de Taubaté (UNITAU). In 2015, to reinforce international insertion, developed studies at post-doctoral level on economic aspects of ecosystems services at the Faculty of Agricultural, Life and Environmental Sciences (ALES), University of Alberta (UofA), in Edmonton, Canada. Since 2011 has been Professor at Institute of Science and Technology of Sorocaba (ICTS) at Universidade Estadual de São Paulo (UNESP) for the graduate course in Environmental Sciences and undergraduate course in Environmental Engineering, where has developed an educational constructivist approach based on landscape analyzes, as a way to evolve the understanding of environmental complexity. Has attended several conferences, symposiums and seminars on Environmental Sciences, including topics such as environmental impacts assessment, environmental management, water and soil management and landscape analyzes. The academic production includes 10 book chapters, 57 articles, 253 conference papers and abstracts, amounting over 300 publications. The broad experience and expertise in teaching, researching and academic extension have allowed developing works approaching different social groups as rural settlements, neighborhood communities, philanthropic institutions, and high school students, addressing the popularization of science and environmental issues such as natural resources management, re-vegetation of degraded land and waste management. Therefore, this academic journey has demonstrated guidance towards the improvement of the society welfare.
