Citizen Supervision: from the Construction of the Concept of Citizenship to the Effectiveness of its Exercise by Means of the Supervision of Environmental Infractions

Abstract
Initially, the present article analyzes the construction of the concept of “environmental citizenship” as an inseparable branch of the Environmental State of Law, and also as an indispensable tool for the effectiveness of the fundamental right to the ecologically balanced environment, as set in the caput of article 225 of the Federal Constitution of Brazil in 1988. Following that initial aim, and in order to establish a relation between theory and practice, this article also aims to evaluate the effective exercise of “environmental citizenship” by means of the supervision of environmental infractions, thus promoting the reading of both the Federal Constitution of Brazil in 1988 and Law n. 9605, from February 12, 1998.
