CONTRIBUTIONS TO THE SUSTAINABILITY OF ARTISANAL FISHING

Abstract
Commercial and subsistence artisanal fishing is a fundamental productive activity for guaranteeing the right to food and the local economy of marine and coastal fishermen that is threatened by climate change impacts, pollution, and overfishing. These environmental impacts accentuate the social protection needs of artisanal fishing communities, such as the variability and precariousness of income and the lack of access to the social security system. Therefore, this article analyzes the social protection needs of artisanal fishermen from a methodological approach of socio-ecological analysis known as œpress and pulses of fishing productive activity based on the study of Bill number 38 of 2020 "To guarantee targeted social benefits to commercial and subsistence artisanal fishermen", presented in the House of Representatives of the Congress of the Republic of Colombia. Considering this methodology and results it proposes a series of guidelines that can be used in the formulation and application of rules and regulations related to the fishing sector. As well as participatory policies, strategies and legal frameworks that can contribute to the sustainability of artisanal fisheries in Latin America and the Caribbean.
