WATER BASIN COMMITTEES AS MANAGEMENT INSTRUMENTS UMA ABORDAGEM SOBRE O MUNICÍPIO DE DIAMANTINO (MT)

Abstract
Due to the crescent risk of droughts, the issue of water security gains prominence, setting itself as an emergent and international topic and influx point of broad discussion in national span. This article aims at discussing the present state of the Hydrological Resources Policies in the State of Mato Grosso, Brazil in terms of legal and institutional aspects in respect of the creation, formation and implementation of the Alto Paraguai Superior Basins Committees (UPGs P3) and briefly about the framing of bodies of water and their mapping for the prospection of water springs on the municipality of Diamantino, Mato Grosso. The method for this research is qualitative and descriptive, based on bibliographic research and the legal framework related to water resources and the Water Basin Committees (CBHs) as tools of integrated management, accentuated by the tripartition of participation and implementation of water policies on the state of Mato Grosso. It is verified that water droughts entail the necessity of changes in water governance and, amidst this complex scenario, the establishing of water basin committees gives actual certainty of a participative process. It is concluded that the steps that form the plan of the water basins in the planning unit (UPG P3) of the Paraguai Hydrological Resources MT for the municipality of Diamantino is in implementation phase, having followed the preliminary steps of the process, in accord with what is established on the essence of an integrated administration of water resources.
