Abstract
The article focuses on examining the right to local sustainability, from the author Ignacy Sachs, through the approach of the strategic planning of smart communities. In this sense, the question is: how can sustainability be inserted in local spaces and in intelligent rural communities for implementation in Brazil and Spain, in order to minimize social and environmental problems? To answer the problem of exploratory research, the methods of monographic procedure and deductive approach and the technique of bibliographic research are used. As specific objectives, there are: a) to conceptualize sustainability and its theoretical assumptions; b) to study sustainability and its implementation as a subjective right of the community in the rural sphere; c) to analyze the municipal management of smart rural communities, based on rural strategic planning, verifying their limits and potentialities, having as a prospective element the local participation and feasibility of the sustainability perspective under analysis. Thus, it is concluded, based on the theoretical framework of the dimensions of Ignacy Sachs (1993), that sustainability can be seen as a right of all, that is, it is possible to implement sustainability in the agricultural sphere as a right of the local community. Therefore, it was observed that alternatives for sustainability are necessary within rural communities, due to the serious socio-environmental problems existing in the world, as well as it is observed that technology can be used as an element to reduce environmental risks, since it can be used as an alternative in agricultural management and in the use of pesticides, which are so harmful to the environment, producer and final consumer.
