Abstract

The article develops a methodological approach to identifying growth poles of the scientific-industrial complex under conditions of post-conflict economic recovery and integration into the economic space of the Russian Federation. A multi-criteria algorithm for identifying growth poles is proposed, encompassing a comprehensive assessment of the productive, scientific-innovative, human resource, and infrastructural potentials of territories and industries, as well as their investment attractiveness. The methodology is based on the calculation of integral development indices, a multiplicative effect index, and an innovation activity index, followed by the ranking of objects. Based on a comprehensive analysis of the socio-economic condition of the Donetsk People Republic (DPR), five key growth poles of the scientific-industrial complex have been identified: a metallurgical and machine-building cluster, a coal-chemical and energy complex, an agro-industrial and food cluster, a pharmaceutical and medical cluster, and an information-communication and innovation sector. The selection of growth poles is justified by the availability of a productive base, scientific support, human resource potential, resource endowment, integration capacity with the Russian Federation, multiplicative effect, export potential, and relevance to import substitution. The practical significance of the study lies in the potential use of its findings to shape priorities for state industrial policy, concentrate limited resources on the most promising development directions, ensure a multiplicative effect from public investment, and create conditions for sustainable economic growth in the Donetsk People Republic.
