INTERFACES ENTRE INOVAÇÃO ABERTA E GOVERNANÇA MULTINÍVEL: UMA REVISÃO INTEGRATIVA

Abstract

A literatura sobre Inovação Aberta evidencia que o processo de inovação depende cada vez mais da interação entre organizações, setores e diferentes atores. Em contextos marcados por elevada complexidade e interdependência, torna-se essencial compreender as estruturas que coordenam os fluxos de conhecimento para além das fronteiras organizacionais. Este estudo buscou analisar como a literatura sobre Inovação Aberta incorpora, de forma explícita ou implícita, mecanismos associados a modelos de governança, incluindo abordagens multinível, colaborativa, em rede, policêntrica e relacional. Do ponto de vista metodológico, foi realizada uma revisão integrativa da literatura nas bases Scopus e Web of Science. A estratégia de busca identificou inicialmente 86 registros, resultando em 61 documentos após a remoção de duplicatas. A amostra final, composta por 44 artigos científicos, foi analisada por meio de uma abordagem qualitativa baseada em análise temática. Os resultados indicam que a Inovação Aberta é sustentada por arranjos de governança multinível, baseados em confiança, reciprocidade e interdependência entre os atores. Mesmo quando não explicitada, a Governança Multinível atua como infraestrutura institucional que organiza, estabiliza e legitima essas interações entre diferentes níveis organizacionais e territoriais. Como contribuição teórica, o estudo evidencia a complementaridade entre os construtos analisados. A Inovação Aberta permite compreender a dinâmica dos fluxos de conhecimento, enquanto a Governança Multinível oferece o suporte institucional necessário para sustentar processos colaborativos em contextos caracterizados pela dispersão de autoridade.
