TERRITORIAL-BASED COLLABORATIVE PUBLIC SECURITY GOVERNANCE: A COMMUNITY POLICING MODEL IN URBAN, TOURISM, AND RURAL AREAS WITHIN THE JURISDICTION OF THE PURWAKARTA POLICE RESORT

Public security can no longer be governed through an approach that is entirely reactive, uniform, and police-centered. The complexity of urban spaces, tourism areas, and rural communities requires a more collaborative, adaptive, and territorially sensitive model of security governance. This study aims to analyze territorial-based collaborative public security governance through a community policing model within the jurisdiction of the Purwakarta Police Resort. Specifically, it examines the existing implementation of community policing, identifies the driving and inhibiting factors of collaboration, and formulates a public security governance model aligned with the characteristics of urban, tourism, and rural areas. This study employs a qualitative approach with an embedded single-case study design. Data were collected through in-depth interviews, field observations, and document analysis across three units of analysis: Purwakarta Kota, Jatiluhur, and Kiarepedes. The findings show that community policing has been implemented through the Forum Kemitraan Polisi dan Masyarakat (FKPM), dialogic patrols, community visits, conflict mediation, local forums, and digital communication. However, these practices have not yet become fully systemic and sustainable. The findings also indicate that public security strategies need to be differentiated according to territorial characteristics: urban areas require rapid response and technological support, tourism areas require cross-sectoral coordination, and rural areas require the strengthening of social capital and community resilience. The main contribution of this study is the formulation of the Adaptive Territorial Collaborative Security Governance Model, which emphasizes territorial differentiation, hybrid institutional arrangements, multi-actor leadership, socio-material networks, and contextual outcomes.
