A NOVEL GEOMETRIC MEAN-BASED AHP APPROACH: IMPROVING CONSISTENCY IN THE EVALUATION OF ENERGY SECURITY CRITERIA

Abstract

The diversity of energy policies creates significant uncertainty in identifying the most effective strategy, as each policy entails distinct environmental and economic consequences. A key challenge in this context is determining which criteria should be prioritized when evaluating the factors that shape energy security. Despite the growing importance of this issue, the literature lacks a comprehensive and consistent prioritization framework. This study addresses this gap by analyzing the determinants of energy security in Turkey using the Analytical Hierarchy Process (AHP), implemented through both arithmetic mean and geometric mean approaches. The model is designed to rank the relative importance of key criteria based on expert evaluations. The findings reveal a critical methodological distinction: while the conventional AHP approach based on the arithmetic mean produces inconsistent results, the geometric mean-based AHP yields consistent and reliable outcomes. The main novelty of this study lies in integrating the geometric mean into the AHP framework as an alternative aggregation method, thereby improving the consistency of decision-making results. According to the consistent results obtained, domestic energy production emerges as the most important criterion with a weighting vector of 1.91, followed by energy infrastructure with 1.36. Overall, the proposed framework not only provides a more robust prioritization mechanism but also offers a methodological contribution by demonstrating that the choice of aggregation technique can significantly influence the consistency and reliability of AHP-based analyses.
