INTERNACIONALIZAÇÃO NAS UNIVERSIDADES COMUNITÁRIAS CATARINENSES: ENTRE PRESSÕES INSTITUCIONAIS E PRÁTICAS SIMBÓLICAS

A internacionalização tem sido considerada uma estratégia relevante para o desenvolvimento institucional das universidades, mas sua implementação em contextos de economias emergentes ainda é marcada por práticas simbólicas e respostas adaptativas às pressões externas. Este artigo, fundamentado na teoria neoinstitucional e ancorado em uma perspectiva interpretativista, investiga como os Escritórios de Relações Internacionais em universidades comunitárias catarinenses operam frente a pressões coercitivas, normativas e miméticas. Por meio de análise narrativa e conteúdo qualitativo, foram identificadas tensões, resistências e ações performáticas que evidenciam a busca por legitimidade institucional, ainda que com limitado impacto pedagógico. Os resultados revelam que a internacionalização, nesses contextos, é mais um elemento de vitrine do que uma prática estruturante, exigindo estratégias mais conectadas à identidade institucional e à cooperação Sul-Sul.
