PANORAMA CIENTÍFICO SOBRE SERVIÇOS PÚBLICOS DIGITAIS MUNICIPAIS EM PERIÓDICOS INTERNACIONAIS DE ALTO IMPACTO

A digitalização dos serviços públicos em nível municipal tem se destacado como um campo crescente e estratégico no âmbito da administração pública contemporânea. Com base no avanço das tecnologias digitais e na demanda por valor público, inclusão digital, coprodução de serviços e participação cidadã, esta pesquisa buscou mapear e analisar a produção científica internacional sobre o constructo “serviço público digital municipal”. O estudo abrangeu 43 artigos publicados entre 2015 e 2025, extraídos de periódicos classificados nos estratos Qualis A1, A2, A3 e A4, com ênfase em aspectos metodológicos, padrões de citação e relevância temática.A metodologia adotada combinou análise bibliométrica e categorização qualitativa, a partir do modelo de classificação de Tonelli, Caldas, Lacombre e Tinoco (2003), complementada por métricas de impacto nas bases Scopus e Google Scholar. Identificou-se a predominância de estudos teórico-empíricos com abordagem qualitativa e o uso recorrente de estudo de caso único como estratégia metodológica. As publicações analisadas concentram-se majoritariamente em periódicos da Europa Ocidental e América do Norte, com destaque para Reino Unido, Suíça, EUA e Países Baixos. Os resultados revelam a consolidação gradual de um campo multidisciplinar, com ênfase em temas como transformação digital, inovação pública, governança municipal e experiência do usuário. Esta pesquisa contribui para ampliar a compreensão sobre os caminhos teóricos e empíricos que estruturam o debate internacional sobre a digitalização de serviços públicos locais.
