Abstract

Countries around the world are increasingly focusing on developing innovative start-ups, viewing them as a key “job creation vehicle” that boosts overall economic productivity and introduces market innovations to address development challenges. In this context, legislation supporting innovative start-ups can serve as a new tool to tackle the specific issues faced by high-potential, innovative businesses. Given the significance of this legal instrument, the article examines the separate legal documents on innovative start-ups from three of the world's first countries to enact such laws: Italy, the Philippines, and Israel. The study employs common research methods such as synthesis, analysis, and comparison, with a focus on legal research of these countries’ documents, including: (1) clarifying the concept of innovative start-up enterprises; (2) regulations supporting innovative start-ups through two main areas: financial and non-financial assistance. Based on this, the article offers recommendations to help improve Vietnam’s laws on supporting innovative start-up businesses.
