Abstract

Vietnam is a country with a huge number of smokers. The harmful effects of tobacco cause severe damage to health, the economy, and the environment in Vietnam. Therefore, the Party and State of Vietnam always give great attention to the prevention and control of tobacco harm.  In particular, the prevention of smuggled cigarettes and counterfeit cigarettes plays an important link in the prevention and control of tobacco harm in Vietnam. However, after several years of implementation of the Law on Prevention and Control of Tobacco Harms in 2012, the regulations on measures to prevent and combat smuggled cigarettes and counterfeit cigarettes have revealed many limitations and inadequacies, so they have not effectively prevented the smuggling and production of counterfeit cigarettes. The article researches measures to prevent and combat smuggled cigarettes and counterfeit cigarettes in Vietnam, points out the limitations and inadequacies, and proposes several solutions to improve the law and improve the effectiveness of the prevention and control of smuggled cigarettes and counterfeit cigarettes in Vietnam.
