THE RIGHT OF ACCESS TO WATER THROUGH GOVERNANCE EFFORTS IN CORONAVIRUS PREVENTION ACTIONS: AN ANALYSIS BASED ON FEDERAL DISTRICT EXAMPLE

Abstract

This article approaches the right of access to water in the context of the pandemic caused by the Coronavirus. To this end, the research proposes to identify the guarantee of access to water as a prevention mechanism against Covid-19, through an analysis of some of the public policy actions in the Federal District. This study also seeks to analyze the existence of private initiatives in the Federal District, given the eventual government gap in guaranteeing access to water. The research is based on quantitative methods, through data collection, and on the qualitative methods, through bibliographic and legal review. It was possible to notice that the water supply in the Federal District is uneven between the administrative regions, pointing to a lower percentage of supply in the outskirts. Faced with the health crisis, access to water highlighted the relevance of this right as a guarantee of life. Considering the governmental gap, the performance of civil society and non-governmental institutions in the regions of the DF that lack access to water was very important, as they showed a concern for the most vulnerable people in the context of the pandemic.
