Abstract

Historically, the problems involving the environment were not the central focus of European international pacts. However, the European Union - Mercosul International Treaty, despite twenty-one years after the signing of the Framework Agreement, has not yet advanced to conclude the Interregional Association Agreement, given that the European bloc accuses Brazil of non-preservation of the Amazon region. However, today Europe is one of the main consumers of products from agribusiness, one of the biggest responsible for deforestation and fires in the region. In this way, it will be shown that the evolution of Europe's environmental interest in its treaties also needs to be taken care of in international import policies. In order to solve the problem, this research investigates whether the responsibility for signing the European Union - Mercosur Treaty rests exclusively with the Brazilian government and its environmental policies. In order to achieve the proposed objective, legal-theoretical methodology was used, as well as deductive reasoning and doctrinal and jurisprudential research. It was concluded that the degradation suffered by the Amazon is not only responsible for the countries that make up the region, but also for those that benefit from the inputs produced in the region, such as Europe.
