RURAL EXTENSION AND INNOVATION DIFFUSION FOR SUSTAINABLE DEVELOPMENT IN SEMI-ARID REGIONS: LESSONS FROM BRAZIL FOR CUNENE, ANGOLA

Recurring droughts in Cunene, Angola, constrain forage availability and increase the vulnerability of livestock systems. This study examined how rural extension and innovation diffusion can support forage production and conservation, using the Brazilian experience as a reference for Cunene. An analytical literature review addressed extension trajectories and models, innovation diffusion, and information and communication technologies in semi-arid contexts. The findings indicate that diffusionist and technocratic approaches are limited in heterogeneous territories, whereas participatory, agroecological, and semi-arid coexistence approaches better incorporate local conditions and knowledge. Effective innovation diffusion also requires continuous technical assistance, capacity building, producer participation, adequate infrastructure, and institutional coordination. The Brazilian experience provides relevant principles for Cunene, particularly for adapting practices such as haymaking, silage, protein banks, and drought-resistant forages. Rather than replicating Brazilian models, these principles can support context-sensitive extension actions aimed at strengthening forage security and the resilience of livestock production systems in Cunene.
