The complexity of establishing efficient and effective urban solid waste management is one of the main obstacles to sustainable development, generating urban, socio-environmental, and economic impacts, especially in metropolitan areas. In the Belém Metropolitan Region (RMB), urban mobility issues face an even greater challenge due to the territorial characteristics of the Amazon and institutional weaknesses. In this regard, the objective of this study is to characterize solid waste management in the Belém Metropolitan Region, identifying the barriers and opportunities for strengthening sustainable development in the areas of urban infrastructure, socio-environmental issues, and the economy. This is an applied, qualitative, descriptive study using a deductive method. Bibliographic and documentary research methods were employed, involving a critical analysis of primary and secondary data obtained from legislation, government reports, and official databases (SNIS/SINISA), organized into three analytical frameworks: urban, socio-environmental, and economic. The results reveal incomplete coverage and gaps in waste data collection, non-existent or ineffective selective collection, weaknesses in weighing and gravimetric characterization, as well as widespread and inadequate final disposal. In socio-environmental terms, key issues include water pollution, risks to public health, and the manifestation of environmental racism associated with the Marituba Landfill. Economically, significant untapped potential was identified: a loss of over R$ 4 million per month from dry recyclables, poor integration among waste-pickers’ cooperatives, and underutilization of organic waste and electronic waste. Therefore, for waste in the Greater Belo Horizonte Metropolitan Area (RMB) to cease being a socio-environmental liability and become an economic asset, it is essential that the National Solid Waste Policy be effectively implemented. This should strengthen selective collection, reverse logistics, cooperatives, and the quality of public data. This fosters a socially and environmentally just circular economy.
