HUB CRIATIVO TÊXTIL COMO INSTRUMENTO DE INOVAÇÃO E DESENVOLVIMENTO TERRITORIAL SUSTENTÁVEL EM GASPAR/SC

Este artigo propõe um modelo de Hub Criativo Têxtil para Gaspar, Santa Catarina, orientado à inovação, à governança colaborativa e ao desenvolvimento territorial sustentável. A pesquisa qualitativa, exploratória e propositiva foi estruturada como estudo de caso único. O percurso metodológico combinou adaptação do Ciclo VIA, mapeamento de 12 atores, workshop com oito participantes, quatro entrevistas semiestruturadas, pesquisa documental e análise de dados administrativos municipais. Os resultados evidenciaram uma aglomeração produtiva especializada, com 2.562 inscrições ativas vinculadas principalmente à confecção e à facção de vestuário, e sete clusters de desafios relacionados à qualificação, inovação empresarial, articulação institucional, infraestrutura, transformação digital, identidade territorial e mercados. A triangulação das evidências com a literatura fundamentou um modelo organizado em três pilares: infraestrutura física e digital compartilhada; desenvolvimento de competências criativas, tecnológicas e gerenciais; e governança colaborativa multissetorial. Articulação multinível e sustentabilidade constituem dimensões transversais. Conclui-se que o hub pode orientar a coordenação territorial e apoiar processos de upgrading, condicionados à implantação piloto, ao monitoramento e à avaliação longitudinal.
