Abstract

This study examines the implementation of Sustainable Development Goals (SDGs) policy in rural development in Indonesia, with a focus on the processes, supporting and inhibiting factors, actor roles, and implementation model. Grounded in the policy implementation frameworks of Edward III, Grindle, and Van Meter and Van Horn, the research employs a qualitative case study design conducted in Tanjungan Village, Klaten Regency, Central Java. Data were collected through in-depth interviews, direct observation, and documentary analysis, validated using source and method triangulation. The study focuses on six SDG dimensions: poverty reduction, food security, health and well-being, quality education, women's participation, and clean water and sanitation. Findings reveal that SDGs have been integrated into village planning and budgeting documents; however, implementation continues to face structural constraints, including limited village apparatus capacity, regulatory complexity, and budgetary gaps. Three key supporting factors are identified: national policy frameworks, village government commitment, and non-formal community organisations. Actor roles operate across multi-level governance, though inter-governmental coordination remains suboptimal. The study proposes a refined implementation model emphasising institutional capacity strengthening, regulatory simplification, needs-based fund prioritisation, and multi-stakeholder partnership to bridge the gap between policy norms and implementation realities.
