GEOSPATIAL SERVICE QUALITY AND POLICY CHALLENGES IN LAND AND SPACE THEMATIC GEOSPATIAL INFORMATION SERVICES IN INDONESIA

In the implementation of Land and Space Thematic Geospatial Information (IGT PR) by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), various weaknesses, obstacles, and challenges in the current governance system have been identified. Therefore, this study aims to: (1) assess the quality of IGT PR services; (2) identify strategic issues affecting the implementation of IGT PR services; and (3) evaluate the implementation of IGT PR service policies at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency. An analysis of the implementation of the IGT PR service policy indicates that services within the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency are still in an implementation phase that is not yet fully optimized. These results confirm that users perceive service quality as falling short of required standards. Meanwhile, the policy evaluation results indicate a service rating of 2.7, or “fair.” Low service quality is closely linked to two strategic issues: suboptimal stakeholder collaboration and rural-urban disparity, which constitute a key weakness. These findings confirm that the issues with IGT PR services are not only technical and operational in nature but also regulatory, as there is a gap between policy norms and service practices. Recommendations are needed to reformulate IGT PR service policies to be more collaborative, adaptive, inclusive, and grounded in regional characteristics.
