AGILE SMART GOVERNANCE AS A DETERMINANT OF PUBLIC VALUE IN SMART CITY CONTEXTS: EMPIRICAL EVIDENCE FROM INDONESIAN LOCAL GOVERNMENT

Abstract

This study examines the influence of the Agile Smart Governance (ASG) model on Public Value Smart City (PVSC) through Digital Service Interoperability (DSI) mediation in Yogyakarta City Government. Using a quantitative explanatory approach with Partial Least Squares Structural Equation Modeling (PLS-SEM), data were collected from 243 civil servants (ASN) directly involved in digital service management. The results confirm that ASG has a dominant and significant influence on DSI (β = 0.884; T = 35.042; p = 0.000), ASG directly influences PVSC (β = 0.202; T = 2.104; p = 0.035), and DSI strongly influences PVSC (β = 0.643; T = 7.431; p = 0.000). DSI partially mediates the ASG-PVSC relationship with an indirect coefficient of 0.568, representing 73.8% of total ASG effect on PVSC. The model demonstrates high predictive power (R² ILD = 0.781; R² PVSC = 0.684). These findings confirm that governance capability, not technology, is the primary determinant of digital public value creation in smart city contexts. The study contributes a middle-range theory integrating agile governance, digital interoperability, and public value frameworks applicable to Indonesian local governments.
