MUNICIPAL HIKING AS A PUBLIC POLICY

Municipally organised outdoor recreation programs play an important role in shaping leisure behaviour and promoting active lifestyles. This cross-sectional study examined motivations for participation in municipal hiking activities and their role in preventing passive leisure behaviour. Data were collected from 193 adults using the Recreational Activity Participation Motivation Scale (RAPMS). Descriptive statistics, ANOVA, chi-square tests, effect size analyses, and logistic regression were conducted. Motivation levels were high across all subdimensions, with avoidance motivation emerging as the most prominent. Nearly half of the participants reported that, in the absence of hiking activities, they would have engaged in passive leisure behaviours. Logistic regression analysis indicated that age increased the likelihood of passive leisure behaviour, whereas participation frequency significantly reduced it. These findings suggest that municipally organised hiking programs function as behavioural substitution mechanisms, redirecting individuals from passive to active leisure and highlighting the importance of sustained participation in community-based recreation and active ageing strategies.
